Photoshop Elements 14 "Restore Catalog" option grayed out

I installed Elements 14 on my new laptop. Then performed "Backup Catalog" to external drive from my old laptop. The "Restore Catalog" option is grayed out in PSE 14 on my new laptop. Actually everything is grayed out under File except Get, New, and Exit. Any ideas why? Thank you in advance!

OK, mildly embarrassed. But Adobe might want to edit their User Guide to include the step "be sure you're at the Media page in PSE" when going to File>Restore Catalog.
