Photoshop Elements 15

New install.  Used older version.  Trying to upload photos from my Samsung Phone, constant warning signals and flashing on and off to deny or accept access.

It is difficult to shut this down.

I want it to work.  Is there a setting on my phone or is it an issue with PE15

    Can you copy the photos from the phone to a folder on your computer?

    Then use the Organizer menu:

    File >> Get Photos & Videos >> From Files & Folders
