Photoshop Elements 15 — Activation Limit Reached After Factory Reset

I own a legitimate retail boxed copy of Adobe Photoshop Elements 15, purchased approximately ten years ago. I still have the original packaging, Windows and Mac installation discs, documentation, and serial-number label.

Installation history:

  1. I originally installed and activated Photoshop Elements 15 on my older Windows 10 computer.

  2. I later installed and activated the software on a second computer that my wife was using.

  3. When that second computer became my primary computer, I performed a factory reset, installed Windows 11, and reinstalled Photoshop Elements 15. Unfortunately, I did not deactivate the previous installation before resetting Windows.

The problem:

Photoshop Elements now reports that my serial number is already in use by the maximum number of allowed computers.

I attempted to open Photoshop Elements on my original Windows 10 computer to deactivate that installation, but it displays the same activation error and will not allow me to access the Help menu.

I also tried opening Elements Organizer directly, but it reports that the software is not licensed and instructs me to launch Photoshop Elements Editor.

Running the program as administrator did not resolve the issue.

What I've tried:

  • Retried activation on both computers without success.

  • Checked my Adobe account, which shows no activated devices.

  • Attempted to register my serial number online, but Adobe reports that the serial number is already in use.

  • Confirmed that I still possess the original retail packaging, installation discs, and serial-number documentation.

My question:

Is there any supported method to reset the activation count for Photoshop Elements 15 or release the activations associated with these previous installations?

I understand that Elements 15 is an older product and may no longer receive standard support. However, I am not requesting an additional license or an upgrade. I simply want to continue using the software I legally purchased on my current Windows 11 computer.

If Adobe can no longer reset these activations, is there an official escalation process or another legitimate solution?

I can provide proof of purchase and photographs of the original retail package privately to verified Adobe support personnel if necessary.

Thank you for any assistance.

“If Adobe can no longer reset these activations, is there an official escalation process or another legitimate solution?”  No.  Other than purchasing the latest version.

All the proof, legal purchasing, really does not matter.

Activated devices in your adobe account  only applies to things that you subscribe to, not photoshop elements.

Realize this:  You are done using that version.

Sorry for your luck.  This is a user to user group, you’ll need to request assistance from Adobe Support.
