photoshop elements 15 and WPAP filter

Hello,

Sorry for my bad English.  I bought photoshop elements 15 and now I want to learn how to make pictures with a WPAP filter.  There is no pen tool in PE15.  Suggestions?  Are there people familiar with WPAP filter in PE15.  Good tutorials?  I really want to learn it, but no idea how?
