Photoshop Elements 15: Cannot find lasso tool

I'm trying desperately to locate a lasso tool (or equivalent) to move a face from one image and place it into another image. When I search for previous help or tutorials for this type of task, most suggest use of a lasso tool. However, my interface shows no such tool. Can somebody help me locate this?
