Photoshop Elements 15 Effects Panel is empty

I have PSE 15 but in expert mode the Effects (FX) panel is empty.  Is there a way to fix this.  I already went to preferences, general, and reset but that did nothing.

Thank you for your prompt reply reply. I tried what you suggested but that did not work.  I did not realize it at the time, but I installed Elements + add in and it must not have installed correctly.  I reinstalled in and after a 20 minute wait it finished.  All my effects were back.  Live and learn
