Photoshop elements 15 has stopped opening

Simply nothing happens on clicking the Elements icon. Worked fine until today.

Editor opens on opening a PSD file, but Organiser button within the Editor locks up the programme - "loading Organiser workspace"

Error log shows:

Activation of app AdobeSystemsIncorporated.AdobePhotoshopElements15_ynb6jyjzte8ga!AdobePhotoshopElements15 failed with error: This app does not support the contract specified or is not installed. See the Microsoft-Windows-TWinUI/Operational log for additional information.

Windows 10 preinstalled on new Lenovo ideapad 305

Can you try opening Organizer directly by clicking on Organizer icon on Welcome Screen.

While launching Organizer, keep Shift key pressed. Catalog Manager dialog will pop up > Click on New to create a new catalog and see if it helps.
