Photoshop Elements 15 [installer has failed to initialise]

I have just downloaded Elements 15 to a laptop and a desktop PC. The PC is fine but when I run the file on the laptop I get a message that the 'Installer has failed to initialise'. I have re-downloaded but still get the same message. Any ideas?

Please try updating Adobe Applictaion Manager and then install PSE15. You can download AAM from

Windows: https://www.adobe.com/support/downloads/detail.jsp?ftpID=4773
Mac: https://www.adobe.com/support/downloads/detail.jsp?ftpID=4774
