Photoshop elements 15 no access

I have purchased Photoshop elements 15 in 2016. The previous laptop I had it installed on is broken so I cannot uninstall the software on it. I installed the software on my new laptop but cannot run it. The message I get is that I've exceded the number of devices. What do I do now to get it working?

You can forget about using PSE15.
