Photoshop Elements 15 Transform Grayed out

>Elements 15 instaalled on Windows 10 machine  - transform works OK.

Program  installed on a new Windows 10 machine and transform option is grayed out.   Package was updated after installation.

The image was opened with the 'Open with' option  with both machines.

What is the solution?
