Photoshop Elements 16.0 will not open jpg photos or import anything from clipboard. How can this be fixed?

Purchased on Nov. 18, 2017.  It worked at first.  Now it will not open jpg photos.

How can this be fixed?

    You're right.  It's Photoshop Elements 18.  After a huge Windows update last night, the Photoshop app is now working as it should.  Thanks.

    Actually, it's Photoshop Elements 2018.
