Photoshop Elements 18 - Open File Options

When opening a new file onto the Edit space, the file always opens in the top left corner of screen and is very SMALL (easy to miss). I want the file to open in the middle of the screen and to be a larger size. Can I control those options?

    This is a known bug created by the last Windows 10 (1803) update.

    Unfortunately, there is no satisfying workaround today.

    - The issue does not appear if you don't select the option to 'Allow floating documents in Expert mode'

    - If you still want floating documents, you can open files normally by keeping the Ctrl key pressed while opening

    - or you click on the 'layout icon on the bottom bar and choose 'All floating'

    Thank you for the correct answer, Michael. The work-arounds saved my sanity!   Hopefully, next version of Windows 10 upgrade will correct the issue. Most appreciative of your response.
