Photoshop Elements 18 [why are most menu items greyed out?]

I am very new to Photoshop Elements (2 days) and I have spent the last day trying to find out how I can contact Adobe to find out why most of my Menu items eg Export and about half of all the menus are greyed out. I do not use social media and wanted to email a photo. Because I use Thunderbird I need to export the photo. That is when I noticed that many of the menu commands are not available. Why doesn't it just download everything and is there something I should have done. I am on Windows 10 and have been using Picasa (no longer supported by Google).

    Are you in 'Expert' mode ? (Not in Guided or Quick mode).

    To send a screenshot:

    - Use the Print screen key of your keyboard to copy the display on the clipboard.

    - In Elements editor, use the menu File >> New >> from clipboard to get the copy and save it on your desktop

    - In your answer in this forum, use the 7th icon and follow the instructions, the screeshot will be inserted in your answer.

    Have absolutely no idea what mode I am in. I am a complete novice with it.

    In the middle of the second line from the top in the editor, the line starts with 'Open' and ends with 'Create' and 'share'.

    Request you to please post the screenshot of Organizer with menu open where the options are greyed out.
