Photoshop Elements 19

I previously used Photoshop elements 8.  In that program I could use a premade template and add a photo to the photo space provided, click on control +G and the picture would be saved in the shape of the photo spaceprovided on the template.   In Photoshop Elements 19 I don't seem to be able to do the same thing  in the photo editor program.  How do I do this in the 19 program?

    In photoshop elements 8 Ctrl+G is for Layer>Create Clipping Mask.

    Adobe changed the shortcut in photoshop elements 19 to Ctrl+Alt+G

    Ctrl+G is now creating a Layer Group (folder)

    Either select the photos you want to use in the Organizer, or open them in the Editor and select them.  Then click on Photo Collage in the Create menu of the Organizer or Editor.

    Photos must be selected before creating a photo collage.  However, they can be replaced, removed or added once the Collage Editor is open.

    I am trying to use a tiff document to make scrapbook pages.  That is where I am having problems inserting photos.
