Photoshop Elements 2018

I just installed Elements 2018 and when I open organizer the first time every thing is fine, but if close application and then try to open the organizer again it will not open. Restart computer and organizer will open on first try but then will not open on next try. Any help will be appreciated.

    Instead of restarting:

    Open Task Manger.

    In the Applications tab, right click Photoshop Elements.exe.

    Click Go To Process.

    Click End Process.

    You should be able to open it again.

    Where is the task manager, I can not find it.

    It's on Windows only.

    Ctrl+Alt+Del, select Task Manager
