Photoshop Elements 2018 changes active layer when Menu: Edit is pressed

Working in a .psd file with multiple layers.

When [Menu]: [Edit] or editing tools are pressed Photoshop Elements 2018 changes the active layer back to the layer that was active the previous time the editing action was used. 

This is very annoying behavior and can lead to serious errors if the user is not aware that the active layer has been switched on him/her. Any way to stop the layer switching from happening?
