photoshop elements 2018 REINSTALLATION ISSUES

My program stopped functioning.  I have uninstalled the program and am now trying to reinstall it but get the message some items could not be installed successfully.  The error code link does not work so I cannot be more specific.

I have tried to reinstall multiple times.  What happens is if I try to open a ".PSD" file the program crashes.  Same if I click on .psd file and try to open it directly.

Worked one day then poof program stopped functioning.  Several theorys from tech but all followed by they cannot help me with that, they are not trained in that.....  

I have even run the Creative Cloud Cleaner tool with no success.
