Photoshop Elements 2018 - Win Store edition

I updated to Windows 10 ver1803 last night and Photoshop will now not allow me to create blurs ("not enough RAM"), and I'm unable to access the Performance section in Preferences because "an integer between 50 and 8 is required". Please help. I got this from the Windows Store months ago and it's been until I updated to ver1803. I'm unable to edit my registry because it's a UWP app.
