Photoshop Elements 2018, Windows 10 and I-Pad

I bought and paid for Elements 2018 for my Windows 10 laptop. Can i now add this software to my new I-pad? If so, how?

Unfortunately, photoshop elements only works on windows and macOS, not on iPads which run iOS.

There is however Photoshop Express and Photoshop Fix among other Adobe apps that do work on iPads.
