We're sorry about the trouble. It seems you are using the redemption code to try and license the application.

When you purchase Photoshop Elements from a third party, you are provided an alpha numeric code which is the redemption code. The code can be redeemed to generate a serial number that is then used to license the application. The redemption code can be used only once to generate a serial number, but the serial number can be used to license the application on another machine.
