Photoshop Elements 2019 file information input problem

I am trying to enter file information in Adobe Photoshop Elements 2019 and am getting the error message: "Could not complete the file information command because the metadata library could not be loaded". How do I fix this?

Try installing the latest C++ Distributable files from Micrsoft.
