Photoshop Elements 2019 Organizer Crashing Repeatedly

Hello all, 

I have Photoshop Elements 2019 and I am experiencing the program crashing every few minutes after launching.  It has been running with problems for awhile now, but in the last month or two it has been terrible.  I am beginning to give up on the program.

Some issues that I am having.

1.  It freezes/crashes constantly when I am doing simple tasks in the program.  (importing images, adding tags to images, making corrections to the images).

2.  Sometimes the screen stretches slightly (top to bottom) and then it crashes.

3.  I can't do a back up without it crashing/freezing - need to do a complete restart when this happens.

Processor - Intel Core 2.80GHz

RAM - 8GB

64 bit OpSys

3 TB Hard Drive

Intel UHD Graphics 630

I have about 45 000 photos in the library.  Is that too many?

Any assistance would be really appreciated.
