Photoshop elements 2019 update issues

Hi folks,

I have 2019 Photoshop Elements 2019. My computer is HP laptop, with Intel Core I7, and 16 GB Ram. 

When I try to update the 2019 Photoshop Elements software a message pops up saying:

My Windows is up to date. Any ideas on solving this?
