Photoshop Elements 2019 won't install

Question

I bought the Photoshop Elements 2019 in the download format. When I click on it to download, it states that I need to update my computer, but my computer is updated. I am using Microsoft Edge for my browser and I am running Windows 10 Home 21H2.  I had the program on my computer and it was running fine, but it was accidentally uninstalled.  Now it won't let me install it again.  Any help out there is greatly appreciated. Thanks.

Downlaod and install the desktop creative cloud app- then forget about it. No need to worry about any secret subscriptions. Doing so has fixed a simliar issue for many others.
