Photoshop Elements 2020

I have recently purchased and installed Adobe Photoshop Element 2020 on my Mac and my PC (One new for each), have been watching online videos etc for past few days and still cannot open the pop-up menue to access additional tools on either computer, I am by no means an expert so appreciate if I could have step by step guidance in how to resolve these issues..many thanks
