Photoshop elements 2020 licence query

I have Elements 2020 which i want to give to a family member which has been uninstalled from the laptop and deactivated in my Adobe Account.

Do i have to do anything more before i give the software away a si have heard that the licence has to be transferred before giving the software to another user before they can install it on their computer.
