Photoshop Elements 2021 EXCEEDED DEVICES ISSUE

Question

Hello all.  I can't download and activate my Photoshop Elements 2021 because I have exceeded the device limit since I reset my computer like 5 times.  I see at the Help Center it says I can deactivate all old devices at the "activated devices" section but none of my old computers are shown.  Is there anything else I can do to deactivate the old computers?

That is only for Creative Cloud products, not Element products.

The only way to deactivate an installation is on the computer on which it was activated, and only if the same hardware, and sometimes only the same operating system.
