Photoshop Elements 2021 installation fail

I am trying to install Photoshop Elements 2021 on a new Windows 11 laptop. I receive error code 1 that indicates that my Creative Cloud programs should be corrupted. However I have not installed Creative Cloud?

I planned to upgrade to Photoshop Elements 2026 but will I have the same problem then? Do I have to install Creative Cloud to be able to install Photoshop Elements?

You didn't have to download Creative Cloud, it would have just appeared one day on your computer. At least, that's what happened to me. Look in your applications folder under Adobe. If you have a PC, rather than a Mac, it's probably called something else.

How would Creative Cloud "just appear"? Does it download when I try to install Photoshop Elements? But the Creative Cloud installation is faulty since I receive error code 1?
