Photoshop elements 2021 loads, but will not function

Question

When I 1st downloaded the program it wanted to analyze every image from my prior version [2018]. This took several hours because there are over 20,000 images. After it finally completed this process I tried to use the program. It sat there, no cursor was available to use and I could do nothing with the program.
I have deleted the program and reload it 2 times with the same end result. Is my copy defective? I need help.
