As far as I know, PSE doesn't support Arabic, however I could be wrong since it has been years not using PSE.

Hi there,

Photoshop Elements picks up fonts from your computer, if the font is not present on the computer, then it will not appear in Photoshop Elements. Please get the font from here and then relaunch Photoshop Elements and let us know how it goes: https://fonts.adobe.com/fonts/myriad-arabic
