Photoshop Elements 2021 on Current Windows 10 Will Not Open

A few months ago I installed PSE 2021 over PSE 2015 with out any problems.  I have used many times since without any problems.  Today after a brief absence, I went back to work on PSE.  However, it would not open after several tries.  There we no recent big changes or updates and windows 10 is current.  I tried many times clicking on the .exe file and the circular arrow would briefly appear then disappear and no opening would occur. I restared the computer and tried again by clicking on the .exe file.  This time a survey from adobe appeared asking if " . . .would recomend and why?"  I filled out the brief survey, then closed it.  PS E immediately appeared.  This looks to have fixed the opening problem.  Adobe technical folks should investigate and fix this problem.  I'm probably not the only one who has experienced this.
