Photoshop elements 2021 Stamp Tool Error - Could Not Use Clone Stamp Tool Because Area To Clone Has

I see this is a common problem going back years. I reset the tool, does not work. I don't have a layer issue, it won't work on a jpg or even one layer. I have used this for years and know you have to hit alt-click but nothing I have read will make this work.
