Photoshop Elements 2021 won't open on new computer

I just replaced my iMac by a Mac Mini with MacOS Monterey 12.6.3. I made a migration of my old HD (Big Sur) but PE won't open. I've got a message saying I should uninstall then reinstall the application (error:11). I uninstalled but now I cannot reinstall it because I don't have my serial number. Apparently I didn't register... So I have downloaded PE 2023. What do I need to do to activate it?

Purchase a license from Adobe.

Unless you have the PSE 2021 serial number, you won't be able to get the upgrade pricing.

Yes, i've tried that, but when I enter my serial number it says it's already used... (of course it is, by me...)
