Photoshop Elements 2022 doesn't open the editing screen

Successfully installed Photoshop and Priemier Elements 2022, June 2023. Today, the PSE app button does not open the editing screen. The intro page "What do you want to do today", is displayed, and when I click Photo Editor on that page the loading circle spins, then stops. Appears to be an issue with launch. 

I purchased these programs myself as a volunteer for a non-staffed NGO. Should I try a re-installation? Has anyone had a similar problem? Unsing macOS Big Sur 11.7.10.
