Photoshop Elements 2022 keeps asking me to sign in

Ever since yesterday, every time I open PSE2022, I'm prompted to sign in with my Adobe ID in order to agree to terms and conditions. I sign in, and it redirects me to a page telling me that I'm "all set" and that I can close the tab and return to the application. However, the application does not recognize that I've signed in and accepted the terms and conditions, and I have to just manually close the sign-in prompt. This keeps happening every time I open the application, and it's really annoying. This is a legally purchased and activated copy of PSE2022 that I have been using without issue since earlier this year, and it's only now begun to have this problem.

Are you possibly a Mac user who has just upgraded your OS to Sonoma?

No, I'm using Windows 11. This is a new PC I got earlier this year, and I installed PSE2022 at the time I got it.
