Photoshop Elements 2022 -- problem with adding places

I using Photoshop Elements 2022 and now experiencing problems adding places to Places list, after selecting on map. Place names are going under wrong state in United States. For example, trying to add "Gatlinburg, Tennessee, United States" but it ends up incorrectly under "New Jersey". Or a separate listing for "Tennessee" does not let me add any place names underneath, i.e. "Gatlinburg", "Pigeon Forge", "Great Smokey Mountains National Park", etc., AFTER locating on map and selecting green checkmark. 
I have always added place names to my many thousands of photos, to organize and identify my collections. In previous versions I could easily add places directly in the Places list. Later versions require adding via selection on map. This problem has become extremely frustrating.

Please advise.

I am using Photoshop Elements 2023, and experiencing same/similar problems.

1. I live in Melbourne, Australia, but if I try to add a Place that is 100km away, it still thinks it is Melbourne.

2. Trying to add the Channel Islands of Jersey and Guernsey. Message says they are added, but they do not appear in Places.

3. How can I consoidate the Places from version 6 and this one.  I now have two entries for the state of Victoria.

Please let me edit and arrange the place names so they are at least correct.

makes a difference when viewing pinned, and unpinned places.

I'm experiencing a similar problem adding locations to new photos in the Organizer. Instead of simply adding a new city name, within the existing state, the program creates an entire new listing for the United States and State. I don't know why it is happening or how to prevent it. Editing the place locations, basically combining the separate entries under one state, doesn't seem to be possible. I'd be interested in knowing if anyone has been able to resolve this problem. It seems like you should be able to easily edit the city place location names without having to establish new United States and State 'folders' each and every time.

I literally drag and drop albums onto the map whereever I want them , and organzier looks for a name automatcially.  It might find "forest service road 2436"  or Boston if you drag and drop the album or photo onto boston.  I've never had such a problem.

I work with Folders when I am travelling (one for each day). I will certainly try that. Thank you.
