Photoshop Elements 2023 & 2024 error 0x8007016A-cloud file provider not running

Photoshop elements fails to opoen JPEG files.  Is there a way to initiate the "cloud file"? System is Windows 11 Pro.   I've tried running Adobe Cloud bu that doesn't seem to be the answer.
