Photoshop Elements 2023 gives error code 0x000007b when starting

I reinstalled Photoshop Elements 2023 on a new Windows 11 PC and got error when opening it. First it said MSVCP120.dll was not found so I installed the latest Visual C++ and copied the MSVCP120.dll to the Photoshop Elements install folder.  Then it said MSVCR120.dll was not found, so I also copied
that from Visual C++ install folder to the Photoshop Elements install folder.

Now it tells me "The application was unable to start correctly (0x000007b)." and I installed Creative Cloud, then restarted pc, then re-opened Photoshop Elements 2023, but no luck, I still get "The application was unable to start correctly (0x000007b)."

I got the above suggestions from this forum.  The program was running fine on my Windows 10 pc without Creative Cloud.   So I am just trying to install it on a HP Zbook Fury 16 laptop that's running Windows 11.   Can someone help with this last error:  "The application was unable to start correctly (0x000007b)."
