Photoshop Elements 2023 License Restrictions

Question

My understanding is that Photoshop Elements can be installed on up to two computers. Is the license restriction based upon two physical computers or the number of users on each computer? I have two PCs each with a user account for me and another one for my wife.

My understanding, based on my knowledge of the program and my brief reading of the latest EULA I could find on the Adobe website, is the following:

You can install the program on a computer with multiple user accounts and impliedly, the program can be used by multiple users on the first computer
The program can be installed on a second computer by the prime user of the first computer but only for the exclusive use of that person
The program can only be used on one computer at a time
