Photoshop Elements 2023 Windows 11 22H2 version

Hello,
I have downloaded and installed Adobe Photoshop Elements 2023. My PX : Windows 11 22H2 version.
It doesn't work. Several windows like Frames,  Textures, Effects, Adjustments are hidden by a black bar at the bottom of the software.
And when I select a part of a picture with the Quick Selection Tool, it' impossible to delete the selected part of my picture. 
Can you help me?

It looks like your monitor is a very widescreen monitor.  You can try playing around with the Windows Settings>Display resolution and Scale and layout settings to see if it makes any difference.  (Right-click on the desktop and choose Display settings.)

 

You can also try to reduce the Elements window size by clicking on the side handles to make the program conform to a more regular aspect ratio.
