Photoshop Elements 2024 on MacOS High Sierra. Error creating a new blank file

Question

I have been using Photoshop Elements 2024 for a few months without an issue. Recently I am getting an error message when I want to create a new blank file (A4 @ 300 pixels/inch resolution). I go File>New>Blank File. The error is,

"Could not create a new document because Photoshop Elements cannot open High Dynamic range (HDR) files. HDR support is available in Adobe Photoshop CS2 and later."

What is happening?

I would reset the photoshop elements 2024 preferences by going to Adobe Photoshop elements 2024 Editor>Settings (Preferences)>General, clicking Reset Preferences on next launch and restarting the photoshop elements editor.
