Photoshop Elements 2024 won't install on PC: Error Code 16

Question

I have a new laptop running Windows 11. I decided it was time to upgrade to a new version of Photoshop Elements and just purchased. I can't finish the installation because of Error code 16. I have done an uninstall and reinstall, also tried re-booting, and get the same error. Any ideas?

This was a download version of PS Elements and not a subscription. Is this still considered a Creative Cloud App?

It's not a CC app, but it still applies.

My other problem is that going through the chatbot, it says: To continue with agent assistance, please sign in with an active plan.

Sign in to your Adobe account and then access the chat.
You should receive support for PSE 2024.

If you can't get chat, use the X option.

Thanks again for your assistance. I ended up chatting with support and found out that my new laptop runs on Snapdragon processor (that Best Buy just sold me as being fabulous!) but Photoshop Elements is only compatible with Intel processors so I'm out of luck.
