The contents of the catalog are found in the folder (dossier) that contains the catalog.pse25db files.

Backups of the catalog (without the photos) are automatically created (if you have that option turned on) and are found in the folders named _AutoBackup_.

You can copy the catalog folder to another drive using Windows File Explorer.  You will also have to copy your media files to another location.  If you have to reconstruct the catalog, it doesn't matter where the catalog folder is located.  But you must restore the photos and video files to the same drive and folder structure they had originally.  Otherwise, the files will be missing from the catalog and it will then be necessary to reconnect them.  This is a very time-consuming operation.

To avoid some of the potential problems that exist with simply copying the folders and files to a new location, you can use the Organizer's Backup/Restore process as described in this Adobe HelpX Article.  However, in my experience, that is also slower than simply copying the files.  So, I generally use the copy process.  Added:  Make sure you wait for the backup process to be completed.  You will receive a message that the backup has been successful.  Frequently, users stop the backup because there is no visible activity taking place.  They end up with a useless backup.  Also, make sure you have no missing files before making an Organizer backup.  It is also best practice to Repair and Optimize the catalog before making a backup.  

If you do decide to simply copy the catalog folders to another drive, I have found that it is best to zip/compress the files before copying.  This speeds up the process considerably because it is much faster to copy a single large compressed/zipped folder than to copy the thousands of very small text files that are part of the catalog folder.

Try looking in the C:\ProgramData\Adobe\Elements Organizer\Catalogs folder.

If you don't find the catalogs there, search your computer for files named catalog.pseXXdb (where XX is the version of Elements that created the catalog).  This file will be found in each catalog folder.
