Photoshop Elements 2025 is my default on Windows 11 pc and works fine, except when I download a jpg

Question

When I download a jpg, the small home screen comes up and I get nowhere from there.  I have to open Photoshop Elements Editor, then do an 'open' from there, go to my downloads folder and click on the image.  Why?  It's such a hassle.  What am I doing wrong?  How should I be doing this?

Are you saying that some jpeg files stored on your computer are opened directly into the Elements Editor if you double-click on them in Windows File Explorer, but others (downloaded from an unspecified source) do not?  There are a couple of possible reasons for this, but I want to fully understand the problem.  If I have not properly described your issue, please explain what you mean when you say that Elements 2025 is the default on [your] Windows 11 PC.
