Photoshop elements 2025 & Photoshop Premiere Elements 2025 bundle/package

Last month I got a new PC with Windows 11. In addition to other programs, my IT guy installed (I thought) Photoshop Elements 2025 & Photoshop Premiere Elements 2025 - purchased as a bundle/package and paid for a three-year license. Today for the first time I tried to open and use it. When I clicked on the Photoshop icon on my desktop, I got a screen that showed the Organizer, Photo Editor and Video Editor icons. The Organizer opened, but when I clicked on the Photo Editor button it told me to download my free trial. And it wouldn't go any further. I opened my Adobe "my account" page, and it shows my name and that I have this package, expiring next September, but it then has a download button. Does that mean that the download process was not completed by my IT person and I have to figure out how to do the rest of this stuff all by myself?
I did then click that download button, but I have no idea what to do next. I looked in my Downloads file, which shows that both Photoshop Elements and Premiere elements application files were downloaded both in September and then again today (see two photos). So why is it not allowing me to open and use the program? Any help will be gratefully accepted. I know very little about IT stuff and will need the "for dummies" version of suggestions. What do I have to do now?
