Photoshop Elements 2025 question

I wanted to move my PSE23 and photos from an old Windows 10 computer to a new Windows 11 Pro computer. I downloaded a copy of a previously purchased PSE23 from my Adobe account and tried to install it on my new Windows 11 Pro computer. But after many suggestions and tries the installation always terminated before it completed. For some reason PSE23 is completely fine with Windows 10, but will just not work with Windows 11. I am about to give up and considering buying the new 3 year PSE 25 license. But before I do so I'm wondering if anyone can respond to two questions that concern me:

1. If I do buy PSE25 and download it to my new Windows 11 computer, will it install? Or will it fail like all my attempts to install PSE23? Anyone have any experience with this process?

2. If do buy PSE25 and successfully install it on my new Windows 11 Pro computer, will it work with the organizer and photos that I have on a 110Gb full backup created on my old (Windows 10/PSE23) computer, with the intention of restoring the backup on the new computer? (assuming of course that I am actually able to complete the restoration on a Windows 11 computer).

There should be no problem installing Elements 2025 on a new Windows 11 computer. To confirm this for yourself, you can download and install a free 7 day trial.

Yes, you will be able to restore your full backup created with Elements 2023 on your old machine to your new machine with Elements 2025. During the process, a copy of your old Elements 2023 catalog will be created and it will be converted to a 2025 catalog. See this Adobe HelpX article for further details about the transfer.
