Photoshop Elements 24 once installed doesn't open up

I own a cd of Photoshop Elements 24 But I downloaded from the Web.  I have installed it on a Surface Laptop.  Once installed it  takes five minutes at least to open up the editor.  On my previous computer it opened up in seconds.  What is the problem?   What do I do?

The surface laptop was new last year!  I think I was naive and bought a low spec laptop!

How old is your Surface Laptop?  Are you able to update the graphics driver on it?  If you did not have a compliant DirectX 12 driver, the program would probably not open.

As for the wi-fi printer, try changing the system default printer to anything other than the wi-fi printer.  Even a Microsoft virtual pdf printer will work.  That may solve the lag in opening issue.

Do you really have an optical disk for Elements 2024?  I thought they were not available for that version.

Do you have a wifi printer?

Do you use the Organizer?  If so how large is your catalog?  Are you allowing Auto sync to the Elements Web/Cloud service?

The Organizer's background services can create a lag with the Editor until they are completed.

Yes I have a disc - one for windows and one for Mac.

I don't use organiser in Windows and yes I do have a wifi printer - I am new to the Surface laptop I am using.

I have  been asking for advice from Ai and between us I discovered that my laptop does not have DirectX 12 in the GPU and Photoshop Elements requires it, so I am guessing that is the problem

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
