photoshop elements 4.0 install, wizard freezes and will not complete the install

while trying to install this version CD/ROM installed to hard drive (Windows 7 operating system), the install wizard freezes.

However the editor opens and appears to be working, but I cannot close or get rid of the install wizard window as it asks when I try to close if I want to cancel the install.... Anyone seen this before or know how to fix? thanks
