?Photoshop Elements 7 will no longer initialise?

Since the latest updates to Windows 10 my Photoshop Elements 7 will no longer initialise.  I have tried re-installing bu it makes no difference.

Try updating Adobe Application Manager once from Adobe - Adobe Application Manager : For Windows : Adobe Application Manager : Thank You ​

Thanks Anwesha, but this did not solve the problem.  I followed your instruction to update the Application Manager and then re-installed Photoshop but it will still not initialise.
