Photoshop Elements 9 will not start.

My Photoshop Elements 9 is installed on two computers, my desktop and my laptop. Since recently, my laptop Photoshop Elements refuses to open up.

I have the original installation CD and serial number, and I have the program registered with Adobe.

Can I safely uninstall and reinstall the program on the same laptop.

Because the program will not launch, I can't deactivate it. What should I do now? Help.
